While the world has been moving to digitization for decades, the vehicle registration process<\/a> has lagged\u00a0behind\u2014only to be given a big nudge during the pandemic era. With that impetus, the next few years promise to be\u00a0ones of\u00a0rapid changes for the better.\u00a0<\/p>\r\n\r\n\r\n\r\n

This\u00a0is exciting news, but from an efficiency perspective, what are the requirements\u00a0and\u00a0where are the pain points? How will this help our processing time and efficiency? The changes are still emerging within most states, but what can we expect? To begin, we will see the compliance process more streamlined and accurate. States are starting to assess the process along with their electronic transition\u2014take Texas as an example.<\/p>\r\n\r\n\r\n\r\n

Texas VIR (Vehicle Inspection Reports) Inspections<\/strong><\/h3>\r\n\r\n\r\n\r\n

The most impactful change is coming in the next 12 months\u00a0from Texas\u00a0and the elimination of VIR Inspections beginning in 2025.\u00a0In reviewing\u00a0registration requirements, the state concluded that these inspections no longer serve a larger purpose.\u00a0Prior to\u00a0this change, every vehicle in Texas had to have a VIR inspection within 90 days of the\u00a0vehicle\u00a0expiring or before\u00a0the issuance of\u00a0a temp tag could\u00a0be\u00a0completed.\u00a0Eliminating VIR will reduce the total number of renewals with a mandatory requirement from approximately 17% down to 9% across our entire\u00a0database of fleets.\u00a0Texas is\u00a0a good\u00a0example of states reviewing procedures at the beginning of the year and determining what\u00a0needs to\u00a0stay in place and what\u00a0really\u00a0should change.<\/p>\r\n\r\n\r\n\r\n

In addition to process changes, there will be many electronic tools implemented\u00a0in the near future.<\/p>\r\n\r\n\r\n\r\n

Electronic Plates and Document Verification<\/strong><\/h3>\r\n\r\n\r\n\r\n

The adoption of digital plates continues to grow as states such as California, Arizona, Michigan, and Texas are testing the use of electronic plates and digital registration cards.\u00a0This\u00a0will revolutionize\u00a0the way\u00a0states communicate and share registration data\u00a0throughout the nation.\u00a0By eliminating traditional mail delays and enabling quick plate transfers, this technology could allow for a more streamlined and efficient process \u2013 and enable digital registration cards.\u00a0While this feature is still in the testing and development stage, we are closely monitoring its progress and will keep you informed.\u00a0<\/p>\r\n\r\n\r\n\r\n

Integration with Other Systems\u00a0<\/strong><\/h3>\r\n\r\n\r\n\r\n

In the future, drivers could\u00a0potentially\u00a0upload required documents, such as proof of insurance, vehicle inspections, or ownership records, directly through online platforms, enhancing convenience and efficiency and sharing information across jurisdictions. Integration with insurance databases, vehicle inspection systems, or law enforcement databases would\u00a0enhance\u00a0accuracy, compliance, and data management.<\/p>\r\n\r\n\r\n\r\n

Development of State Portals<\/strong><\/h3>\r\n\r\n\r\n\r\n

Interaction with state sites\u00a0have been emerging\u00a0over the past few years and\u00a0are\u00a0available to varying degrees among many jurisdictions. So far, the availability and functionality vary from state to state, but\u00a0holds\u00a0a great deal of potential. Where available, Wheels uses these options for ease of processing allowing for greater connection with the jurisdictions leading to an improved driver experience.\u00a0<\/p>\r\n\r\n\r\n\r\n

Mobile Apps<\/strong><\/h3>\r\n\r\n\r\n\r\n

Mobile solutions already provide us with a world of convenience. The Wheels mobile app includes features\u00a0such as\u00a0the glovebox with digital images of the current and past registration documents,\u00a0title, and insurance cards. Registration renewal<\/a> status and requirement reminders inform the driver of important dates and actions\u00a0to\u00a0ahead of the registration expiration date.<\/p>\r\n\r\n\r\n\r\n

Going forward, driver apps will\u00a0provide the ability\u00a0to manage real-time data changes and\u00a0the ability to\u00a0load key documents.\u00a0<\/p>\r\n\r\n\r\n\r\n

Remote Transactions<\/strong><\/h3>\r\n\r\n\r\n\r\n

Remote transactions are under development for\u00a0such functionality\u00a0as registration completion, permits, and fee payment. This will reduce reliance on traditional, in-person methods and\u00a0enhancing accessibility,\u00a0and convenience.\u00a0<\/p>\r\n\r\n\r\n\r\n

Wheels\u2019\u00a0New Dashboard for IT&R (Initial Title and Registration) Plating Process<\/strong><\/h3>\r\n\r\n\r\n\r\n

Initial title and registration is\u00a0the final step in the new vehicle delivery process.\u00a0To provide visibility to this process,\u00a0Wheels has recently rolled out our new IT&R dashboard, which will provide our clients with a line of sight to the status of the new vehicle paperwork, client & driver requirements, and ETA of new plate delivery by jurisdiction.\u00a0Customers should schedule reports to retain oversite of vehicles pending documents to complete processing.\u00a0<\/p>\r\n\r\n\r\n\r\n
