It applies to most diesel and non-zero-emission vehicles over 14,000 lbs GVWR that operate in California, including vehicles registered out of state. Covered vehicles must be reported to CARB, pay an annual compliance fee, and submit passing emissions tests on a recurring schedule, including additional testing when required through Notices to Submit to Testing (NSTs).<\/p>\r\n<h3>CTC generally applies to:<\/h3>\r\n<ul>\r\n<li>Diesel and non-zero-emission vehicles <strong>over 14,000 lbs GVWR<\/strong><\/li>\r\n<li>Trucks registered <strong>inside or outside California<\/strong> if they operate on CA public roads<\/li>\r\n<li>Commercial, private, and government fleets<\/li>\r\n<\/ul>\r\n<h3>CTC does not apply to:<\/h3>\r\n<ul>\r\n<li>Zero-emission vehicles<\/li>\r\n<li>Military tactical vehicles<\/li>\r\n<li>Emergency response vehicles<\/li>\r\n<li>Historical vehicles (as defined by CA Vehicle Code)<\/li>\r\n<li>Certain motorhomes used only for recreation<\/li>\r\n<li>Engines certified to CARB\u2019s optional low-NOx standard (exempt until Jan 1, 2027)<\/li>\r\n<\/ul>\r\n<h2><strong>What Fleets Must Do to Comply<\/strong><\/h2>\r\n<h3>Register vehicles<\/h3>\r\n<p>Fleets must report covered vehicles in CARB\u2019s <strong>Clean Truck Check Vehicle Inspection System (CTC-VIS)<\/strong>. <a href=\"https:\/\/cleantruckcheck.arb.ca.gov\/\">Welcome &#8211; CTC-VIS<\/a><\/p>\r\n<h3>Pay annual compliance fees<\/h3>\r\n<p>An annual fee applies per vehicle and must be paid to remain compliant.<\/p>\r\n<h3>Complete emissions testing<\/h3>\r\n<p>Vehicles must undergo emissions testing at the required frequency, which is generally <strong>twice per year<\/strong>, and <strong>quarterly for certain OBD-equipped vehicles (beginning in October 2027<\/strong>) using either:<\/p>\r\n<ul>\r\n<li>CARB-credentialed testers<\/li>\r\n<li>CARB-approved testing devices<\/li>\r\n<\/ul>\r\n<h3>Submit passing test results<\/h3>\r\n<p>Passing results must be uploaded to CTC-VIS by the applicable deadline.<\/p>\r\n<h3>Conduct further testing when notified<\/h3>\r\n<p>Fleets must complete and submit additional emissions testing by the specified deadline when CARB issues a Notice to Submit to Testing (NST). This testing is in addition to the regularly required testing.<\/p>\r\n<h2><strong>Enforcement <\/strong><\/h2>\r\n<h3>CARB enforces CTC using:<\/h3>\r\n<ul>\r\n<li>Roadside emissions monitoring (REM)<\/li>\r\n<\/ul>\r\n<p>REM is a roadside screening method CARB uses to identify potentially high-emitting heavy-duty vehicles while they are operating (without stopping the truck). If emissions exceed CARB thresholds, CARB may issue a Notice to Submit to Testing (NST).<\/p>\r\n<ul>\r\n<li>Automated license plate recognition<\/li>\r\n<li>Database-driven compliance checks<\/li>\r\n<\/ul>\r\n<h3>Consequences of non-compliance may include:<\/h3>\r\n<ul>\r\n<li>Notices requiring immediate testing<\/li>\r\n<li>DMV registration holds<\/li>\r\n<li>Fines or operational restrictions<\/li>\r\n<\/ul>\r\n<h2><strong>Why Clean Truck Check Matters<\/strong><\/h2>\r\n<p>CTC replaces older opacity-based exhaust testing programs and focuses on identifying high-emitting vehicles throughout the year and not just at registration renewal.
